The benefits to this program include the preservation of naturally occurring affordable housing, a decrease in carbon emissions, improved health outcomes, job training opportunities and contractor business development.

What is WeatheRISE ATL?

WeatheRISE ATL is a pilot program that aims to reduce energy burden on households in Atlanta’s highest energy burdened neighborhoods through weatherization and energy efficiency upgrades.

The benefits to the homeowner include improved home health and comfort, reduced energy consumption and potentially lower bills! You are also helping our city reduce pollution, support job growth and achieve our 100% clean energy goals!

Cost

What’s the cost?

No cost to the homeowner! The budget for each home includes a home energy audit plus $4,000-$6,000 for recommended home improvements. The City of Atlanta is utilizing American Rescue Plan Act Funds to fund the pilot program.

Eligibility

Who is eligible to participate in the WeatheRISE ATL Program?

Homeowners of owner-occupied single-family homes are eligible for participation in the WeatheRISE ATL pilot program. Additionally, the home must be located within the City of Atlanta, in one of the City's identified energy burdened NPUs (neighboorhood planning units). WeatheRISE ATL is an income based pilot program with earning limits at or below 80% Fulton County Area Median Income.

Who is NOT eligible to participate in the WeatheRISE ATL Program?

A property owner that does not live in the home, renters, homeowners that do not meet the income requirements, those unable to produce income qualifying records or proof of homeownership, and homeowners outside the priority geographies.

How do I sign up?

Our team of "green shirt" canvassers visited all eligible neighborhoods and knocked on 5,000+ doors to engage interested homeowners! Neighborhood canvassing is now complete. If you received a WeatheRISE ATL postcard in the mail, you may still be eligible for participation. Please call (404) 546-1824 or email weatherriseatl@atlantaga.gov.

What documents will I need?

In addition to our program documents, homeowners should be prepared to submit documents for proof of income and homeownership. We will also need permission to access your utility bills.

What is the process?

The process for homeowners deemed eligible per the survey starts with the following

4. Approving recommended home improvements

5. Retrofitting the home

Glossary

Energy Audit - an inspection and written report that determines how much energy a building uses and identifies ways to reduce energy consumption. The energy audit report informs our weatherization contractors of what home repairs and upgrades should be made.

Energy Burden - the percentage of gross household income spent on energy costs such as electricity, home heating, and transportation. It's calculated by dividing the average annual household income by the average housing energy cost. Learn more from The Climate Reality Project.

Energy Efficiency - using less energy to get the same job done – and in the process, cutting energy bills, reducing greenhouse gas emissions, and pollution.

Healthy Home - a safe, clean, and comfortable environment that supports the well-being of its occupants.

Pilot - a small-scale, exploratory venture intended to test the viability of a project or policy.

Retrofit - to add new technology, features, or modifications to existing homes that may improve energy efficiency or decrease energy demand.

Weatherization - the process of protecting a home's interior from outside elements like moisture, cold air in winter, hot, humid air in summer, and even sun, snow, and ice damage.
